If your landlord starts eviction proceedings, consult a landlord-tenant attorney for help. If you can't afford to pay a lawyer's fees there are likely several different resources in your state where you might get free or low cost legal help.

The landlord has a right to be upset if she hasn't been paid rent for a year. She may relying on that rental income for living expenses or other obligations she has. Under your lease agreement, you owe her the stated rent amount and it should have been paid on time. Your difficulty with the state isn't really a problem that falls on your landlord. Now is the time to really crank up the heat on the state agency if it was supposed to pay the rent for you. That'll be easier to do with the assistance of an attorney. Once she files for eviction, time is not your friend. Eviction proceedings often don't go on very long before the landlord gets the eviction order. Ideally you want an attorney to start working on this for you before you are served with the summons and complaint for the eviction.

what should I do
Breathe.

Now breathe again.

There are two possibilities:

1) Your rent has been paid in full, or
2) Your rent has not been in full.

It sounds like you have been receiving some form of housing assistance.

I don't know if the issue if you not paying your share of the rent as a agreed upon, or if the government is behind.

What you need to do is make sure that you have documentation of all your payments towards rent, because it is possible that the issue is poor recordkeeping.

There are several steps your landlord has to take in order to evict you.

Breathe.
