Security Deposit Landlord not providing list of deductions

The landlord from my last apartment has deducted $250 from the security deposit my roommate and I paid without providing any sort of itemized list. He does not think that he is required to provide the list or any receipts because he deducted $125 from each person. Is the $126 cutoff for having to give a list per lease or per person? My roommate and I signed one lease, but paid the security deposit with two separate checks.
 
I have looked over that website, but it is still unclear to me whether the rule that itemized lists must be provided if costs are greater than $126 are per person or per lease.
 
Regardless, you can still file a small claims case if you like. If he doesn't want to go to court and explain himself to a judge he may just pay you or provide receipts.
