Mom is on child support. Mom is also on welfare and cannot work due to a disability. Moms license is suspended because she does not pay child support. Mom cannot afford to pay child support. If mom signs her parental rights over will she still be obligated to pay child support?
 
Mom can not just sign away her rights to the child. If the parental relationship is severed by a court, typically due to an adoption, child support would cease as part of that termination. If Mom can not afford the current amount ordered, she needs to file with the court to modify her payments.
 
Children are not property you can just discard when you no longer want them. Removing the rights of one of the parents is NOT a simple process and only happens under certain conditions if then. Let start with this. Is there a willing step parent to adopt child if this is granted? If not then we need go no further
