If a father signs over rights the child's new step father does he have rights to still see her if the new parents don't want him to see her and the new step parents fully adopted the child?
 
You answered your own question. If he signed over his rights, then he has no rights. The child has new parents and they have all the rights to decide who gets to spend time with their child.

Once the other party adopted the child, you became a legal stranger.
You have no rights to or in the child.
 
If he signed over his rights & there was a step parent adoption, he has no legal right to be allowed to see the child. It's the current parents' decision.
 
Unless there is something in the adoption agreement that gives him some sort of right, a la open adoption, then no, he agreed he legally no longer wants anything to do with the child.
