Is it discrimination if you are charged (or medical insurance company is charged) 1 price for services rendered then opposed to a price for services if you do not have insurance?

Sorry, it's not discrimination, although many have argued your premise.
The medical provider would say its a VOLUME discount.
 
Insurance carriers negotiate fees for services for their customers as part of being in network. It is in no way illegal for the hospital to charge the pre-negotiated fees and charge others the standard rate.
 
However for future reference, if a surgery or procedure is planned and you have more than one hospital in your area, you can ask for a quote from each and negotiate the price.
The other thing is if you owe a balance and have the means to pay it all at once, you can probably negotiate a discount.
