Custody of neice

My neice, who is a year old, is in a home where her mother and father (my husband's brother) smoke weed with her in the next room. I am told that her mother also uses pills, and we know the father uses meth and crack as well. I know that they've also taken her to drug deals, and her father used to, and maybe still does, sell drugs. What are our options for getting her removed from the situation? Should we call the cops, cps, or a lawyer to try to obtain custody? Is there a way to get them drug tested? Thank you!
