May either parent cross state lines without the other parents consent/permission when they both have have custodial rights? Mother has primary custody; Father has visitation/partial custody. May the father deny the mother from taking children from Pennsylvania to Florida on vacation?
 
Short answer: No, not if it is during Mom's time according to the parenting plan. Mom cannot deny Dad taking a vacation out of state, either, conversely.
 
Read the custody agreement. It may be prohibited there, or it may require notice. If nothing is addressed then it should be fine as long as no other part of the custody agreement is violated, for example if the vacation time away would interfere with the other parents visitation.

If there are restrictions of travel with the children, the restrcitions will be detailed in your custody order.

MOST custody orders restrict the child to a 100 mile radius of the courthouse, to a certain county, or often to a state.

If no such language is in your custody order, then traveling with little Billie and tiny Tina just might be lawful.

That said, IF it isn't lawful, tell the judge when you get hauled into court some unknown dude on the 'net said it was okay to travel anywhere you wanted to with your kids.

Each custody order reads differently.
Some don't permit ANY travel beyond a certain radius of the county seat, the sate, etc...; and some have no limitations at all.
Some simply require notice of the travel, and require contact information during the time the child is away.
Each person should read his or her custody order, or consult a licensed attorney in her or his state to remain in compliance at all times.
That said, many people don't care, because they like to jerk chains, ring bells, and push buttons.
I'd hate to tell a judge that some unknown dude (or dudette) told me I could take sweet Sally to Timbuktu, or Tallahassee.
In some cases, the other parent doesn't care, and many parents worry about giving gentle George a baby aspirin.

Actually one parent can't deny the other parent from taking Princess to Disneyworld.
However, that same parent can scream, shout, howl, yell, and squeal like a banshee when the parent and the child return, eventually telling it to the judge.

You takes yer chances, you gets what you gets!
