Dealer's routinely do that because the delivery of the car gets it out of inventory and binds the customer to the sale. Even in an oral contract, performance is what counts. Customer hands over even a little money and drives off with the car, both parties have sufficiently performed to make a binding contract. The customer's performance consists of a combination of cash and a promise to pay the balance either with a loan or out of pocket. The dealer's performance is the delivery of the car.
