Can I get a temp license in PA

Here is my friends situation he was convicted of a DUI. He did everything the court wanted him to do attend classes and things of that nature. He still has not paid the fine because it has been hard for him to find a job in construction without having a license. The fine is $3,000 court told him to come up with 10% and they would get him on a monthly payment this was a year ago. Can he be issued a temporary drivers license so that he can get a job and pay his ticket off. This is in the state of Pennsylvania.
