So I came home today to a note on the main entrance to my apartment complex. Stating that someone kicked in a fire extinguisher cabinet and discharged the fire extinguisher that is located in the hallway. Because of this they said they are charging all 12 of the apartments in the building 200$. My question is do they have any legal standing to do this. I had nothing to do with this how can they charge me?

Your lease governs this.
Read it, and you'll likely see this charge is not permitted under the terms of yoru lease.
But, wait until you are charged.
They might get smart and decide against doing this.
If you are charged, consult a local attorney.
Take your lease when you visit the attorney.
Don't worry, your initial visit is normally at no charge.

The attorney will tell you how to proceed.
