Signing over Parental Rights

My childs father has seen my daughter maybe 6 times in her whole life she is 3 by the way and he has not helped me any finacially he was ordered to pay $300 and that was it,due to the fact he had six kids already and know he has seven so he just keeps making babies and not taking care of them is there any way he can just sign over his rights or should I just go to the District Attorney and press Criminal Charges for not following what the Child Support order says.
 
unless you are remarried and there is going to be an adoption he likely cannot sign over rights. He would still owe any back support. You can contact your AG office or a child support collection agency to see if he can help but he has so many kids it is going to be hard to make him pay support. Why in the world did you have a child withsome who already has so many kids?
