Withholding PayCheck Over Uniform

I recently quit my McDonalds job a few weeks ago over personal reasons/problems. Due to this I haven't been able to contact them about my last paycheck until recently.

I just called today, and they informed me that they are withholding my paycheck until I return my uniform.
When I quit and looked over my booklet that employees received, it said nothing about the uniform, so I tossed them.
So now they are holding my paycheck until I give them a uniform which I no longer have.

Is it legal for them to withhold my paycheck?

No, not in your state. You can file a complaint with the state DOL.

However, they can also sue you for the return of the uniforms. Not saying they will, just that they can.
