Why must a felon who pleaded no nolo contendro with adjudication withheld have to register as a felon in the state of Florida?
Wouldn't that defeat the purpose of the adjudication withheld?

Withholding the judgement kept him out of prison. If he doesn't follow the rules he may get to find out what that judgment is.
This is not the same as being found not guilty.

Agree. The court just "withholds" adjudication. It doesn't mean you were found not guilty.

You admitted in open court, you even signed a plea agreement.

The nolo part is nothing more than legal mumbo jumbo.
