Where Can I File A Petition To Stop An Adoption?

My daughter is in the process of losing her kids through Child Protective Services. She has not be given a fair trial. The grandmother is a foster care parent and has the kids. She now wants to adopt them. I am a grandmother of the kids too. What can I do about filing a petition to possibly gaining custody of the children. And can my daughter file a petition too? Please confirm. Thank you
