Read your lease.
It MIGHT be legal, depending on what your lease contains about the power supply.
If the lease is silent on that issue, you might have found a way to delay, or stall your eventual eviction.
Most importantly, I use the words stall and delay.
Eventually you will be evicted.
You can delay it, you can't eliminate or stop it.
It will also ruin your ability to rent a decent home for decades, if not forever.
It has also negatively impacted your FICO score.
This is one thing you can only stall, never defeat.
 
If your power is turned off report it to police. If the landlord is engaging in an illegal eviction they will know what to do and can probably convince him to turn it back on.
If your landlord engages in an unlawful eviction you might have grounds to turn the tables and sue the landlord for any damages.
