What is the legal basis for this?

I was pulled over in NJ for speeding 25-29 mph over the speed limit. Besides the speeding ticket, they issued 2 extra tickets for "careless driving"(39:4-97.2) and for "reckless driving"(39:4-96). The officer stated that in NJ, they are required to issue those two above tickets when pulling someone over for doing 20+ above the speed limit. I'm wondering if anyone can lead me to the statute, title or article or anything that enacts or states this law.

It may not be a statute but an agency policy. Excessive speed can make the other statutes apply.
It is not unusual.
