What is a reasonable duration of admin leave with pay? (Union setting)

My wife was placed on admin leave with pay because some of her team members wrongly complained that she was rude when in fact she when to HR as one of her team members yelled at her. Rather than hear her side of the story, HR & management spoke the her team and put her on admin leave with pay pending investigation. It has been 4 months now and she has been suffering from anxiety since. The length of the time seems unreasonable and punitive. What should she do?
 
This is a US site so anybody here can only speculate.

However, as long as she's being paid, I suggest she relax and enjoy the vacation.

Meantime, it wouldn't hurt to polish up the resume and seek employment elsewhere.

Delay is the deadliest form of denial. Might not be anything illegal or improper about it but 4 months constitutes the writing on the wall.
