What can I do with annoying neighbors?

I have a question .
My neighbor is all the time calling my daughter names.
Telling her what todo, and acusing her of everything.
(this has bean going on for last three years.)
My neighbor is always in the wright you can't speak any logic to
her.
She bosses and spread rumors everywhere.

I want to bring up charges on her however I think it won't stand up in court.

What can I do?
I do spend alot of time with my children, they tend to yell at my kids when I go inside.
My kids are not causing trouble.
Thier no saints either, I know they don't diserve her ridicule.

Not sure I understand the scope of the problem. Why are you talking with your neighbors and how does the conversation take place? What are the rumors? Where are they spread? Why are you dealing with them?
