What can former employer say?

Can a former employer tell a prospective employer I was fired for failing a drug test even though federal laws concerning medical records are not allowed to be disclosed?

There is nothing prohibiting your employer from releasing the fact that you were fired for failing a drug test.
 
Your employment related drug test does not fall under the protected medical records you reference. Yes, it is legal for an employer to disclose that fact.
