He has to ask an administrator at the jail if its allowed.
Some jails allow it, others don't.

You can contact various officials at the Jail and inquire about marrying

Out of curiosity, is the person you want to marry in jail pending trial or has he been convicted and is serving his sentence? What's the rush to get married (i.e., why not wait until he's out)?
