Alcohol & Drugs: MIP, MIC, Intoxication Virginia alchohol laws & BYOB/W

This isn't really a criminal issue, though I suppose it could be if an offense were made, but this is the alcohol forum...

So, Virginia is a "control" state, as I understand it. My question stems from going to a restaurant where they have not yet been issued their beer/wine license - can one bring their own beer/wine in this situation? I've been in other states where this is acceptable.

I've read the code as best I can and found the following:
§ 4.1-308. Drinking alcoholic beverages, or offering to another, in public place; penalty; exceptions.

A. If any person takes a drink of alcoholic beverages or offers a drink thereof to another, whether accepted or not, at or in any public place, he shall be guilty of a Class 4 misdemeanor.

My other question is this: doesn't the above law mean that a person cannot drink alcohol in ANY public place - such as at the beach, or a picinic?!

More importantly - where on the WWW can one find discussions relating to Virginia Alcohol laws in particular? Is there anyone out there lobbying and/or challenging the Virginia monopoly?

Just wondering...
