verbal agreement

I have a friend who was dating a woman and they were planning a vacation to Mexico and had to put money down for the vacation package. In October/early November, he put down $600 to "HOLD" the spot and she put down nothing. All money for the trip ($2800) was due by December 5th for the trip to be secure. In mid-November, she walked away from the relationship. He assumed that the trip wouldn't happen since they were no longer together. By the December 5th deadline, she paid the remaining amount for the trip ($2200) even though they weren't dating. She could have paid nothing and walked away from the trip and he would have been out the $600 deposit not her (he didn't care about the deposit). After she paid the remaining balance, she then called him and asked if he still wanted to go. He told her that he would think about it but probably not. Three weeks before the trip, he told her that he wasn't going to go. She is the one that decided to pay for the remainder of the trip without notifying him that she was going ahead with it. She is planning on taking him to small claims court for $900 (his portion of the trip) because she didn't have enough time to find someone to take his place. Is he obligated to pay his portion of the trip?
