Alcohol & Drugs: DUI, DWI VA/PA-Breathalyzer Requirements

The issue is my girlfriends, who is in VA but is moving to PA. About 3 years ago she got a DUI and was court ordered to install a breathalyzer for 6 months. Having the car she was driving being taken away, and having to show proof of a car with a breathalyzer installed to be reinstated (restricted), unable to buy a car without a license, and therefor stuck in a catch 22, she has gone 3 years without a car. Several times the Virginia ASAP (Alcohol Safety Action Program?) has taken her to court for not having a car and now says that it's been too long and she must go through all the programs again (including paying money for drug and alcohol classes she's told she has to retake and $375 program instatement fee). At the same time the people at ASAP put her on hold and hang up on her when she tries to find out information or to speak with someone on the matter. Is this true or has it been long enough where she can get a license without a breathalyzer or can she get an unrestricted license when she moves to PA?
 
As far as PA goes, they won't grant her an unrestricted license because the States all honor each other's decisions, in that you need a clean license in VA in order to get a clean license in any of the other States.
 
The next question is how does she deal with this issue? Is it just that she will have to redo everything and have to put up with this until the end of time (or until she can finally get someone to buy her a car and install a breathalyzer)?
 
I'm not sure about VA, but the problem is, it isn't in the court's hands anymore, it's in the hands of an administrative Judge for an institution such as the Secretary of State's. . .

Is that the case?
