US Supreme Court bar admitted allowed to practice in DE?

Can say a NY or PA lawyer who also holds a bar admission for the US Supreme Court fully practice (100%) against a Delaware entity w/o having to need some form of "local counsel?"
 
Why do you ask?

IS a NY or PA lawyer handling a case in DE against a DE entity without "local counsel" on hand?

Because if he IS doing it, then he obviously CAN do it.

Lawyers admitted to practice (and in good standing) before any state or territory bar in the USA routinely and regularly practice in other states and territories of the USA.

One only need file a "pro hac vice" motion before the judge presiding over the case, pay a nominal fee, and will be admitted to litigate the particular case at the bar.

The issue of attorney qualification rests solely with the presiding judge.
