Unwed father trying to see his 1 year old daughter

My brother's live in girlfriend left over a month ago with his 1 year old daughter. The mother has made no contact with him on the whereabouts of his daughter. I have been very close with my niece since she was born. Through some mutual friends I have found her. I have tried several times to make contact. I was able to talk to the mother once, and made arrangements to pick-up my niece for the weekend so she could see her dad. I got stood up. The mother refuses to talk to my brother. What rights does he have to see his daughter and what action is necessary being they were not married?:confused:

Was paternity ever established? What state is he in? Until Dad goers to court and files for visirtation he has very few rights. Did he sign the birth paperwork? I suggest he go to an attorney or go down to the law library and fill out the necessary paperwork so that he can see the child asap. He needs to establish a set visitation schedule and make it specific so that mom cannot play these games. He should at least book a consultation with an attorney.
 
My niece has my brothers' last name. He's not sure what is on the Birth Certificate. He needs to get a copy of her Birth Certificate. He lives in Missouri. I did finally talk the mother, and we are supposed to get a weekend visit, if she doesn't back out again.
