Repairs, Maintenance Underground methane gas leak

I live in a mobile home park. My father was maintenance for the park until recently being laid off due to sufficient funds to pay him. I was told that there is a huge underground methane gas leak across the street from me. I was told that if we have a huge earthquake, or a fire happens, than it could blow up the whole street. This is not the only place where there is a huge leak, its all throughout the park. The owner of the park, as well as the managers know of this leak, but refuse to fix it because it would cost over $50,000 to re-pipe the park.... The tenants do not know of this leak, and I want to know if I have a case here. I believe that the park residents should be awarded some type of money. I believe that they are responsible for fixing this leak as well as the other leaks, and they refuse to do so.. So do I have a case here?
 
I doubt that you have a case.

But, why not tell the residents?

They need to take precautions.

Why not create a resident's action group?

There is strength in numbers.

You might want to involve the tv or the newspaper, radio too.
