Unauthorized Electronic Check Debit From Bank Account

Approximately 6 months ago, due to complications with receiving payment from the California State Disability Office, a check that I had written to Rite Aid in the amount of $241.99 bounced due to Non Sufficient Fees. Subsequently Rite Aid turned the debt over to a collection agency that I am trying to work with to pay this debt in full. However while reconciling my bank statement I noticed a charge from Rite Aid in the from of an electronic check for the amount of the bounced check which was posted on 6/29/07. This has caused a ripple affect on my account causing an additional ($147.49) in overdraft fees for all my other purchases from that date forward.

Is it legal for Rite Aid to submit for payment an unauthorized electronic check without notifying me? Is it legal for them to have done the above after they had already turned over the debt to a collection agency?

What would be the proper course of action for me to take at this point?
