"Courts" don't report anything. Court cases are public record. One wouldn't be issues a traffic ticket by the court; that would be the police. Perhaps if you explain te situation rather thanusing vague generalities we can help guide you.

Courts don't report citations a person may receive.
A record of the citation is maintained by the agency that employs the officer that issued the citation, as well as copies going to JP or Muni Courts, (county courts for some offenses) and the prosecutors or city attorneys that will prosecute the matter.

Courts in Texas report those CONVICTED of the citation to DPS, and DPS' DMV arm.
Eventually insurance companies receive the report of a conviction which is why insurance rates can increase.
