Termination Texas Grandparents with Custody

We have had custody of our two granddaughters for the last 12 years, one is 14 one is 12 (we have had her since birth). The father is the bioligical father of the 14 year old but the legal father of the 12 year old, the parents were married at the time my daughter filed for divorce, but since the 12 year old is bi-racial it was obvious he is not the biological father. When the 12 year old was 2 years old she wanted to go on visitation with the 14 years bio father so we let her. He was ordered to pay child support and does, but the 12 year old has wanted us to adopt her for several years. We did get her name changed to our last name, but she still wants us to adopt us. Sometimes she will go visit him just to visit the cousins down there, but she does not go very often. We tried to get him to sign termination paperwork (I researched Texas law and typed it myself), but he refuses, he is being a obstinate. We told him we have always let it be her decision whether or not to go with him (the courts ordered visitation per Texas laws for both girls but we don't make the 12 year old go). My husband retires in August and we could draw a check for her that we could put away to save. It would be three times more than the child support the father pays for two children. Is there anything at all in the Texas law that we could use to involuntarily terminate his rights? My daughter has agreed to the adoption if the father will sign the paperwork. The 14 year old does not want us to adopt her and we respect that wish. The legal father signed the termination paperwork when she was first born, but since we did not include adoption in the paperwork the judge denied it.
