termination of custody

I heard that c.p.s. could terminate parental custody. Also ,since the children are 13 and 14, and 17, they would not place them in foster care. Is this true?, and would they give the children to the non-custodial parent? Or could the grandparents take them? This is in missouri.The grandparents are qualified as foster grandparents in the state of missouri. The mother sent them to live with their dad 6 months ago, and does nothing to support them, but gets child support for them.:duel:
 
CPS generally looks for family members for placement first. If it is out of state that is something different. The g-parents needs to talk to the case worker. The children should be given to the non custodial parent in this case technically. Parents have more rights than grand parents.
