Telephone long distance issue

HI
I have a big problem with a long diatance company ..pls advise...
details are below...
Startec called us and told that they can switch the international
service from
COX(local telephone company in Phoenix) to Startec in Sep 2004. They created an account in startec in
September and
in the month of November(1st week)I received a call from startec
telling that
the service has been activated and I can start dialing the
international no
directly from my phone.
Then I started using the service but in December I received a big bill
(around
5000$)from COX(local phone company).I called startec and they are
denying that
they called us and informed us that the service was activated ,as
everything
was over the phone and no body from startec informed me that I have to
activate
the service by calling some 700 no I started using the service. And I
don't
have any written document which tells about that. My local company
asking us to
pay the amount. (Whn I called startec once they told the request to
switch the
service was rejected and when I called on 02/01/2005 they told they
left voice
messages asking me to activate the account) I really appreciate if someone
can
advise me on how to handle this issue, pls advice..
