If no survey was done to a property and the buyer hired a surveyor and paid a surveyor,who is responsible for this cost?

What does your contract with the buyer say about who bears survey costs?

No contract-he said he was going to have one done and I said that was up to him if he wanted one

You have a contract with the purchaser to sell the house, do you not? It may say something about surveyors.

If not, it sounds like it's his cost.
