Support Order not paid in almost 2 years in interstate case; Contempt?

The father of my child has not paid any child support payments to the state with the exception of occasional cash payments in person. We have kept receipts and the payments that have been made so far have totaled $460. His total amount due, including retroactive support, totals over $13,500. Can I take him back to court for contempt of a court order?
 
You will need to talk to the Division of Child Support for options.
