Signed loan agreement in early 15-980s to attend CPI. .due to inadequate teaching practices and information that the school was doing fraudulent activity. .I chose not to attend one day of school! The school received a two party check. .my name and school's name on it..I never endorsed any check. .requested from board of Ed and collection agencies copy of check. .it has never been produced. .that check was supposed to be returned to board of ED..year's after that. I was informed that I owe the board of Ed over ten thousand dollars. .question is am I liable to pay for a education I never received and for a loan check I never endorsed. .

You need to discuss this with a lawyer.
The problem for you is PROOF.
Your position has merit, but must be proven.
It's very hard to prove anything to the government, they don't care.
But, with a good lawyer working on your behalf, it improves your odds of success.
