Step Parent Adoption

I just recently got married. And my husband would like to adopt my 7yr old daughter. Her father has not had visitation with her in over 4 years nor does he pay child support. He is not opposing the Step parent adoption he is all for singing over parental rights to her new "dad." My question is this I live in snohomish county in Washington state and am looking for the paperwork to file myself to keep cost down for the adoption. Can anyone tell me where to get them and what happens during the process?
I really need answers as soon as possible. My daughter is wanting this for her 7th bday in 3 weeks and what better present to give her then a dad who truely loves her and WANTS to be her dad.

Adoption is not a do it yourself project. The fathers rights have to be properly terminated, and then the adoption can take place. If hedoes not consent then you have a battle on your hands and you really need an attorney to ensure this is done correctly.

The father asked to be released of all parental rights at time of divorce. Our divorce decree stares he has no visitation, no child support due and that I have sole custody with all decision making 100%.
With this being said, why isnt there a way to just file for the adoption? Can I go to the courts and even do a legal name change until the adoption is finalized?
Im desperate....please help....

you need to be married a year before a stepparent adoption can happen-they wont allow the adoption when you just got married. second of all, itll more then likely take more then 3 weeks to finalize. btw, are there any court orders for child support? because if not, dad doesnt owe you anything untill a court orders him to pay.
