Hi,

My cousin who is 21 started a relationship when she was 13 with an 18 year old man. There was sex and she became pregnant when she was 15 and he was 20. Her father never pursued the matter criminally. Last February this man now 26, was sentenced to 4 years for having sex with a 13 year old (see the pattern). Is it too late to pursue charges for the him having sex with my cousin when she as underage.

It depends.
She can contact the local prosecutor and discuss her situation.
As an adult, she can instigate the allegation in some jurisdictions.

"Prosecution must commence within ten years after the victim reaches the age of 18 for the felony offenses of sexual assault and unlawful sexual contact when the victim is under the age of 18 at the time of the offense."
