Can any of these situations be seen as stalking?

1.) A student has a secret crush on another student. In social situations he/she watches the other student from afar, and makes weird gestures. He/she also calls the student's room on occasion, thinking the other will not know who it is. Finally, the other student finds out about the crush, and becomes scared of the student.

2.) In a classroom setting, a student leans over and stares at another's chest area. Later in the day, the student waves spastically at the other student and the student becomes scared.

3.) In dorms, a student has a tendency to open other's doors and wave, or knock and run away.


What if the student in these situations was just "goofing around" and had no intention of causing another physical harm? Doesn't stalking have to be more severe than this? Do restraining orders have to be placed first, or ample warnings given to the offender?

The Iowa code names third and repeat offenses at class c felonies. If several people become victims of one offender, will he/she have to serve subsequent back to back sentences?
 
Okay, no replies yet to this post. Maybe these actions are enough to constitute stalking? But there doesn't seem to be any malicious intent. Is there enough to make another feel threatened of personal injury?
 
Your generic situations really mean nothing. If the DA feels he/she can win a Stalking case based on the limited info you provided then yes if not then no
