H Visa SSN from outside USA

I would be grateful if you could help me answering my question.
I am a nurse in Ukraine. In January 2010 I successfully passed the NCLEX-RN exam. Then I have got a letter from the California Board of Registered Nursing with notification that I have met all licensing requirements except for a valid U.S. Social Security Number (SSN) which I needed in order to get a permanent RN license.

Can I get SSN being present in Ukraine?
Or can I get a permanent license (not having SSN) with a help of SSN waiver?

You need to contact Social Security directly for a more detailed answer.

No, you can't get a social security number like you order a pizza.

Our SSN's have many more implications.

You need a work visa to ply your trade in our country.

The hospital in CA has to help you obtain one.

You should coordinate your activities with your potential employer.
