I work for an Author and public figure who has been plagued by a Stalker for the past few years, and who recently has increased his game by infiltrating not only her Facebook and Fanbook pages, but also the personal FB pages of her two daughters, AND their friends, some of whom are underage. He has made active use of other Social Media and the Internet to maliciously harass the Author.


FACEBOOK

He is abusing the systems by creating multiple online personas, avatars and emails and the like to circumvent privacy settings. He has misused the settings of FB to acquire phone numbers: then to text and call friends,and colleagues of the author in a harassing fashion. The Stalker is contacting the Author and her friends, family and colleagues in a harassing and malicious fashion using information that he has obtained from FB.

TWITTER

The Stalker has has also created several Twitter accounts over the past several months, and has used those accounts to actively pursue, annoy, harass and respond to the many postings that the Author puts up on any given day. The Stalker has also then latched on to other legitimate colleagues, and Twitter users whom the Author contacts regarding her business matters and promotional events to annoy and harass them as well. Most recently the stalker has created a Twitter account which refers to the Authors deceased husbands' work, and also uses her deceased husbands' photo as his own identity.


INTERNET

As of this date, 9/20/2011, the Author and her assistant have recieved several phone calls on two different phone lines (one public for business, one private cell number of the Author) from online sources stating that the Author had recently logged in and "requested information" from a: Tax Service, Debt Relief, Insurance, etc.
In this capacity we believe that the Stalker is using her name and contact information maliciously.



IN PERSON

The Stalker has traveled from his home in England to Northern California, with the specific purpose of contacting the Author and members of her family, and in fact made it clear that he was staying in her town, just a short distance from her home while he was here.

Local authorities, and the FBI have been alerted and they have opened files regarding his activities using social media to intimidate, antagonize, harass and obliquely threaten the Author and her family, and now their friends. A detective was hired and has the Stalkers contact information, place of work, residence in the UK, etc.

The Author has been told that there is nothing that can be done unless and until this person becomes and imminent threat. However, it is difficult to believe that this person is not violating not only internet and social media policy, but current laws.
 
What has this person actually done? I read "harass" etc. but what is the activity? I can't comment on what might be "wrong" if all we have is opinion as to the general nature and not the acts themselves. Regarding "infiltration" - what does this mean? Has the stalker accessed areas that other members of the public could not acceess?

With the part about traveling from England to the US and contacting the Author - is there any reason to believe that some type of imminent physical harm may result? That is really the key to getting the authorities to act. Anything else will be viewed as more civil in nature and will probably not phase them. You need to state concisely how a pattern of conduct such as this has lead to imminent danger. Otherwise it may be difficult to track this person down - you'll need an attorney to make a request to Facebook and other Internet service providers for IP addresses and other private information.

I'm very sorry to hear about this stalker. I'm sure it must be very disconcerting to say the least.
 
What you describe is not "stalking".
If you have anything here it is a case of civil harassment, and a restraining order is the best course of action- however if it is contested you would have to prove that the person being restrained is the person using the various identities.
If producing such evidence is too much of a challenge, try to adjust the security settings on the various sites and remove telephone numbers and other personal information. These settings are very customizable on Facebook, and for the most part, a person can only get contact information if you allow them to.
 
The dude ain't no stalker, he's a real fan!
