That's probably right.
But "smart" contracts are not unique to Slovenia. They are digital concepts and are available anywhere in the world as explained in the following link:

Of course not, but the legality of any contract (such as the specific elements of the contract) in one sovereign nation would vary across all sovereign nations, as do contracts among any of the 50 US states.
I think posters from certain regions post with ulterior and more shallow motives than an innocent inquiry, one which could easily be answered by searching the internet, rather than posing a "veiled" question.
