If I sue a bad concrere contractor in Cincinnati Ohio , how much can I sue for in small claims court?

I withheld $1000 in payment , and the small claims limit is 3000 in ohio. Does this mean that I can sue for an additional 3000, or the 3000 - 1000 that I withheld, only suing for 2000?
