Small Claims/Customer Damage & Payment

Transported a vehicle across country. During transportation customer claims damages to vehicle. Due to lack of evidence on our side, I agreed to pay for the repairs. I asked customer to provide two estimations for repairs. I agreed to pay for the lower of the two estimations. However, customer insists on receiving payment for the higher of the two. Customer is also withholding payment for transportation. I would like to know if I am legally obligated to pay for the higher of the two estimations I received from the customer.
