    How can you get someone to stop writing lies about you on facebook and wordpress? Can you send a Cease and desist letter.

    Yes, you can. Have an attorney do it for you for greater impact.

    There is no universal answer to this question.

    Yes, I can. As can you (or at least I assume you have that ability). Whether doing so will do any good in any particular case about which we have no factual information whatsoever is obviously impossible to predict intelligently.
