I have a friend that signed a six year joint suspension. He is now in jail NOT on a new charge, but for not checking in to probation. Can he get charged with the joint suspension?

Yes, he might be charged, but its very unlikely.
He has to be a very bad actor to get any prison time.
Even if he did get sent back to prison, people generally just get three or four months these days with yoru state's money problems.
Tell him to request a lawyer, chill, and this too shall eventually pass.
