May a request for silent witness tips regarding case be made? and to who?

I think you need to rephrase your question... but if the case has not yet gone to court there is nothing stopping you from making an anonymous tip to the investigating agency. Most agencies have an anonymous phone line you can call, though you can call and speak to anyone and just decline to identify yourself.
Hopefully you give information that can be verified without your testimony- otherwise they may not be able to use what you provide.
If the case is already in court then you can contact the prosecutor, but again, if it can't be verified without your testimony it does little good.
