Signing over parental rights/DNA testing

I have a 5 month old son who was conceived out of wedlock.
His father denies him for the most part.
He did alknowledge that this was his baby until right before he was born.
He's never seen him, probably couldn't tell you his birthday or his middle name and I don't think he's interested in ever seeing him -- as I've given him ample opportunity to do so.
I would like him to sign over his parental rights in order to avoid any future legal confrontations should he decide to do that.
I was wondering if somebody could tell me how exactly I would go about doing that?
And if he asks for a DNA test, which would be no problem, how would I do that?
Can we do it out of court? If so where would we do that and how much would it cost?
If we do it in court how much would that cost and who would have to pay for it?

I have not asked for and am not receiving child support (not sure if that's important or not)

Unless you are remarried and your husband adopts, you cannot terminate rights. If you ever go on gov't assistance you will be required to identify the father.

so you have a choice to make. You can file for CS and then a DNA test will need to be done, or you can just raise the baby on your own with no financial help and if paternity is never established, the father has no rights at all.
