Sign Over Rights

I had a baby 2 years ago, and I was going to put him up for adoption. Well, my mom said that she wanted to raise him since how she really wasn't around when I was growing up, and wanted a second chance. I agreed, and she has been raising him from the time he was born. She is providing him good, and doing alot better with him then with she did with me, but we never *legally* did any process. There is no father on the birth certificate because North Carolina law is if the father isn't there to sign, then he won't be put on the birth certificate. I am planning on moving out, and I am low income, and they move you based on how many is in your household. I want to make it legal, and either have my mom adopt him, or I want to sign over my rights. How would I go about doing this if possible without having to track down his father (whom is a well known crackhead who fled as soon as he found out I was pregnant, and nobody has seen or heard from him)? And how would I go about it as cheap as possible (I am the only one working, and like I said, I am low income)?
