so my friend is (19) and a minor (17) started talking to him and sent him provocative photos whitch i reverse searched and found them on internet sites i did this after a call from her father, her "father" then called saying he had the police with him but they were willing not to press charges if he payed them 700 for a gentalmans agreement is this just a scam?

Yes. Yes it is.
Tell your friend to stop talking dirty/sharing photos to/with people he does not know and/or who are underaged.
Thank you for the reply and trust me i was absolutely disgusted and i gave him a Strong talking to if you get my drift, would the police have to press charges if they found out?

I doubt very seriously that the police will be involved with this particular situation. The scam is to scare the other person so that they'll ante up $$ to the scammer; that's all those type scammers are wanting. HOWEVER, if it IS a real minor and a father found out and called the local LEO (without trying to extort $$), there could very well be trouble.

Look up the word "catfish" in an urban or slang dictionary. The genius of such a scam is that the victim is and should be afraid of the information becoming public. The perpetrator rationalizes that he/she isn't such a wrongdoer and won't appear to be such a predator because he/she is only exposing people willing to commit a crime and take advantage of a minor. This is not such an extreme case as the age difference is small and I have to wonder about the age of consent given the proximity of the ages and the fact that the minor is 17. Proceed online cautiously. Every week my online accounts receive connect / friend / buddy / link requests from people I don't know with good looking photos.
