If he's mentally ill, that's not the equivalent of being delared mentally incompetent by a court.
If you have continuing concerns for his well being, you should speak with an attorney and discuss if he can be declared incompetent by a court and you can be appointed his legal guardian or conservator.

Otherwise, there's nothing you can do if an adult wastes or loses his money.

If he believes he was cheated or scammed, he can report the matter to the police and see what they can do.
