roth ira contributions-rollovers

I know that contributions to a roth IRA can be withdrawn without penalty, but I can't seem to find any information about rollovers. For example, if I had a roth with one broker and contributed 8000$ over a two year period, and then rolled that ira into another roth with a different broker and contributed an additional 4000$ for another year, could I then withdraw 12000$ without penalty, or do restrictions apply to the 8000$ rolled over?

I think that any restrictions go with the cash contribution otherwise it wouldn't make sense right? Don't quote me on it but it's just logic working here.
